Based in West Hollywood, California, Franklin Levy has extensive experience in strategy and management hroughout the United States and abroad. Franklin Levy serves as the managing director of HopaPay, a global financial platform that facilitates e-commerce transactions.

Mr. Levy earned a bachelor’s degree in liberal arts at Yale and a law degree from the University of Pennsylvania. In 2005, he joined Las Vegas Sands, a leading resort developer with international projects in Macau and Singapore, as personal counsel to the company chairman.

In 2017, he co-founded GS Mining Company, where he holds the position of managing director . His role entails targeting dormant mines to revitalize them and turn them profitable after decades of inactivity. For example, he oversaw the reopening of the historic Bates Hunter gold mine in Central City, Colorado. His international work experience includes serving as a member of the board of the Ma’anshan Mining Company in China, an iron ore mine operator.
